Uncertainty about the future shape of key public sector organisations is not limited to those local authorities going through local government reorganisation. New ICB footprints, incoming strategic authorities, and a myriad of other uncertainties make collaborative working even more complex. 

Of course, change of this kind presents a strategic opportunity to catalyse for deeper cross-sector dialogue on public service reform and more mature place-based collaboration. But it also presents a challenge: building strong, collaborative relationships with partners when your future – and, in some cases, theirs – is uncertain.

For system leaders, this raises critical questions.

  • How can shared ambitions for place be sustained, or newly created, when future leadership arrangements remain unclear?
  • How can collective priorities be identified and agreed based on data and insight, rather than inherited structures or organisational boundaries?
  • And how can partners recommit to new ways of working together that endure beyond structural change?

This Reorganising for Outcomes session offers senior leaders the space to explore the art of the possible for partnership working and system leadership through change. The session will focus on how places can maintain momentum, strengthen collaboration and align around shared priorities during periods of significant uncertainty.

In this session we’ll hear from Richard Puleston, Assistant Chief Executive, Patrick Guthrie, Head of Strategy and Charlotte Britton, Head of Wellbeing and Public Health, Essex County Council about their work in this area. There will also be a chance to talk through with other senior colleagues the different approaches you are taking and to tease out together the challenges and opportunities of working in partnership in place at this time of change.
