Can you “deliver” an outcome? Or are outcomes co-created by the people you serve?   How should the complex reality of outcomes affect how we organise, fund and govern public service?

Join us as we hear from Professor Toby Lowe, Professor of Public Management, Manchester Metropolitan University and visiting Professor at the Centre for Public Impact where he will reflect on what public service organisations around the world have learnt about how to organise, fund and govern public service, and how this concept of Human Learning Systems can be applied to councils of the future. He will explore how a focus on people, relationships, learning and adaptation provides an alternative to a “delivery” mindset, and how this can provide a way forward through the uncertainty and opportunity of LGR.  

This Reorganising for Outcomes session will create space for senior officers and strategic leaders to explore the art of the possible as they go through LGR and devolution.
