How We Did It: Focusing services in places of trust to embed co-produced activities at a hyperlocal level

Integrated working across services, delivered within trusted community spaces, is a powerful way to provide better support for residents. Community assets such as libraries and cultural venues are often ideal settings for this work, offering familiar, accessible places where people feel comfortable and confident seeking help.
The Culture, Libraries and Heritage team in Hackney has been developing this approach over several years, identifying spaces where residents feel secure and building on these to deliver a wider range of services.
In this How We Did It session, we’ll hear from Petra Roberts, Assistant Director for Culture, Libraries and Heritage and her colleague Emma Winch, Head of Cultural Transformation at Hackney Council, about their journey: how they’ve strengthened neighbourhood working at a hyperlocal level, brought different service areas into these spaces, and co-designed activity with communities—particularly around equalities.
During the session, we’ll explore how this model has evolved in Hackney, the clear impact that is already showing and share practical learning you can apply in your own place. We’ll look at questions such as:
- How can culture, heritage and local identity play a central role in shaping place-based delivery?
- What does effective cross-service working look like at a hyperlocal level?
- What impact can this way of working achieve for residents, communities and services?
