Much of the work involved in Local Government Reorganisation is understandably focused on reaching vesting day safely and successfully. Yet while creating new structures is an important milestone, it is only the beginning. Our Reorganising for Outcomes series looks at what comes next: how reorganisation can become a catalyst for redesigning services, strengthening relationships with communities, and creating better outcomes across places.

In this session, we’ll hear from Dr Catherine Howe, Chief Executive of Dorset Council and convener of the Test, Learn and Grow programme, about Dorset’s experience several years on from reorganisation.

Drawing on Dorset’s journey, Catherine will reflect on the lessons learned since LGR and how the council is using a test, learn and grow approach to transform its operating model, work differently with staff, deepen its understanding of community needs, and strengthen the relationship between local government and the people it serves. She will also share her perspective, Change is a layered thing, on what the next generation of unitary councils could look like, not simply larger organisations, but councils designed around learning, collaboration, prevention and outcomes:

  • Properly able to work in place with internal coherence that means that we show up and connect with organisations and partners that are embedded in communities
  • Able to leverage the whole organisation to work in the preventive space as a team, addressing system opportunities as well as specific issues
  • Rooted in modern methods, technology and design which means person centred and data informed
  • The capacity and capability to be responsive to the democratic mandate

This Reorganising for Outcomes session will create space for senior officers and strategic leaders to explore the art of the possible in taking forward LGR applying different thinking and taking opportunities for change when and where they become available.
