Catherine Mangan

Catherine is the Director of the Public Services Academy and Director of the Institute for Local Government Studies at the University of Birmingham.

She has a background in local government; having worked for the Local Government Association, a London borough and the Audit Commission. She has a particular research interest in delivering change within the public sector with a focus on the integration of health and social care, developing the future workforce and public sector leadership. She is currently researching the impact of social care market shaping on personalisation. Catherine delivers leadership development programmes for public health and local government, including Public Health England’s Aspiring Directors and the LGA’s National Graduate Development Programme, working in partnership with SOLACE. She teaches on the Department’s Masters programmes in Public Management and Public Administration and co-convenes modules on integrating health and social care and international public management. She writes regularly for academic journals and the professional press.
