In early 2016 NLGN held a roundtable in Leeds to discuss the status and progress of devolution deals. Leaders and Chief Executives were brought together from combined authorities and a number of metropolitan and district councils.

In this paper we set out the themes of the discussion and provide context and analysis on the progress of the devolution agenda.
