In Practice: Putting people and communities at the heart of integrated care

New Local worked with Stockport Council, Healthwatch Stockport and the People and Community Voice Sub-Group prior to the formal introduction of the Integrated Care System (ICS) in Greater Manchester to shape proposals for how people and communities can be put at the core of the new ICS model and Locality Board in Stockport.

How we did it

  • New Local facilitated a series of four interactive workshops with members of the People and Community Voice sub-group, and other invited VCSE partners, to inform a system-wide approach for integrating people and communities into the new ICS arrangements in Stockport.
  • These were held between January to April 2022, ahead of the GM ICS and Stockport Locality Board formally coming into effect on 1 July 2022. Three of the sessions were held online and one in person, each attracting between 17-34 attendees.
  • The sessions explored issues such as bringing diverse voices into the ICS, listening and learning as a system, and working with people and communities to support innovation. NHSE guidance on the 10 principles for working with people and communities was considered throughout the discussions.
  • A summary was circulated after each workshop and an overall report produced and shared with the People and Community Voice Sub-Group.

What was achieved

New Local’s support culminated in a set of five principles and twelve proposals to support Stockport’s Locality Board to put people and communities at the heart of the place-level ICS. Each of the recommendations were mapped against those in national guidance and at a Greater Manchester level to ensure alignment. Proposals developing an engagement plan, linking the ICS into existing neighbourhood structures, and agreeing the future role of the task and finish sub-group set up as part of the shadow ICS arrangements.

The People and Community Voice Partnership has now become an established sub-group of the Stockport Health and Care Locality Board, Co-Chaired by Healthwatch Stockport, and is carrying forward the commitment and work to embed people and communities at the core of the ICS.
