More than Book-keeping? A New Approach to Library Services

Libraries are often one of the first casualties of local government cuts. They are, however, an important part of a community – a safe, neutral space connecting people to knowledge and culture. Driven by financial restraints, many communities are becoming involved in delivering their local library service. For example, through councils transferring assets of library buildings, or overseeing individual libraries going into community management.
Doing this can promote community cohesion; ensure places still enjoy the benefits libraries provide; and relieve pressure on strained council resources. Although in some cases, the extent to which the community should be called on to deliver a statutory service has been questioned. This high-level breakfast will deliberate this and explore questions including:
- How can councils involve communities in library service design and delivery?
- What are the opportunities and challenges of doing this?
- Where is it already happening and what lessons can be learnt?
