There has been a growing importance placed on the relationship between the council and its residents. Over recent years, we have seen the increased popularity of engagement methods like citizen assemblies and strength-based service approaches, that have brought more people into decision making processes.

This shift in thinking about what a council’s relationship with its residents should look like has required buy-in from senior officers as well as investment in engagement teams, strengths-based practices, training and understanding of this new way of working.

But, to really mainstream this way of working requires strategic direction and planning within the corporate core of the council. Departments such as HR, legal and procurement haven’t always been brought along on the same journey as other teams, and this is holding back the council’s relationship with residents.
