Luca joined New Local as Policy Researcher in July 2019.

He was previously part of the Policy Research Centre at NatCen Social Research, where he worked on a variety of qualitative and quantitative projects focusing on young people, crime and education. Prior to that, he worked on the other side of NatCen’s output, in their communications team.

Since joining New Local, he has authored and co-authored numerous reports, on topics including inclusive growth and community mobilisation. He also, alongside Simon Kaye, produced a report on COVID-19 Mutual Aid Groups, which explored their formation, their interaction with public services, and the crucial role they played in this country’s response to the pandemic.

He has a BA in Geography from the University of Oxford, and an MA in Public Policy from King’s College London.
